To increase quality of Indiana State Board of Vocational and Technical Education (SBVTE) proposals and final reports, a study assessed the quality of sixty SBVTE proposals and final reports from fiscal year 1976-77 and provided SBVTE with quantified descriptions of them. The first review involved acquiring descriptive information about how the entire group handled a document section by applying two general questions: what necessary information is typically included? and what pertinent information is missing? A rating system, Indicators of Project Quality, developed cooperatively with the project monitor, served as the second review process. These major findings were identified: (1) objectives as presented in the proposal are the best predictor of overall project quality; (2) projects with high quality proposals tend to have high quality final reports, and projects with low quality proposals tend to have low quality final reports; (3) writers of proposals and final reports tend to follow SBVTE guidelines, whether appropriate or not; (4) content of documents consistently received lower ratings than format; (5) quality of funded projects differs according to nature of funded organization; and (6) project quality tends to increase as the funding level increases.
