A self-study conducted by George Washington University on the influence of the government on university affairs considered the following areas: (1) civil rights legislation and compliance; (2) legislation other than civil rights requiring compliance (e.g., occupational safety); (3) government program funding priorities; and (4) funds administration (e.g., grants, loans). For each of these subjects, a study and assessment were accomplished with reference to their effects on faculty, students, curriculum and research, and management. The financial contributions made by government to the university have added significantly to its objectives of education and research. To illustrate the proliferation of compliance requirements on institutions receiving government funding, the variety of representations, certifications, and reporting required is described. Government regulations on research administration include provision for documents entitled "Representations and Certifications," inventory of equipment reports, patent and invention reports, and progress and technical reports. It is suggested that greater uniformity of procedures and requirements among agencies that have the same needs and objectives be developed. Legislation/regulations affecting the university include: equal opportunity legislation/regulations, the Buckley Amendment to the Family Rights and Privacy Act of 1974, The Occupational Safety and Health Act of 1970, regulations protecting the student as a consumer, Animal Welfare Act, and requirements by the Immigration and Naturalization Service.
