Intended to assist Agency for International Development (AID) officers, advisors, and health officials in incorporating health planning into national plans for economic development, this third of ten manuals in the International Health Planning Methods Series deals with health manpower planning and assessment. It provides a conceptual and methodological framework useful as an analytic model for the development and utilization of health personnel. Special attention is given to the use of medical assistants and auxiliaries to provide primary health care in rural areas where it is difficult to attract or maintain full-time physicians. Chapter 1 gives an overview of considerations in health manpower. Chapters 2-3 discuss the organization and use of the assessment model, including input data and indicators and assessment instruments (data collection). The analysis component, the core of the model, and outputs are considered in chapter 4. Appendixes in chapter 5, amounting to almost one-half of the manual, include (1) information on data and indicators needed for the assessment model, (2) methodology for determining health personnel needs, (3) sampling procedures and training institution survey, and (4) an extensive bibliography.
