The Adult Basic Education (ABE) program conducted by the Trust Territory of the Pacific Islands was evaluated. Data were collected via staff interviews and record reviews during site visits at ABE facilities located in five of six district comprising the Trust Territory. Focus of the evaluation activities was on program administration, instructional performance, achievement of the program plan objectives, and meeting the requirements of the Adult Education Act. The findings indicated that the instructional programs in the five districts are being conducted within the provisions of the Adult Education Act. Although the programs were effectively performing their activities, local conditions and the quality of leadership affected the accomplishments of each program. There was an implied need for an increased level of standardization in basic program administration, organization, and materials. Ten program strengths were identified, including the following: (1) instructional programs in elementary and secondary basic skills are being offered; (2) personnel have a genuine commitment to the program; (3) there is accountability for program administration; and (4) program effectiveness has increased and continues to improve. Two of six program weaknesses are that personnel at all levels need more opportunities to expand their skills, and materials in the classrooms are in many instances inadequate. (This report concludes with seven recommendations. The Adult Education Act and proposed regulations from the Federal Register are appended.) (EM)
