The first volume of this report describes a survey of the adult basic education program in Michigan, including a statement of purposes, a review of relevant literature, a discussion of procedures and survey instruments, a discussion of findings and conclusions, and a chapter on limitations of the study and recommendations for future research. The four areas of the basic education program are: (1) personal and family management, (2) employability and occupational skills, (3) civic and social responsibilities, and (4) aesthetic and humanistic appreciation. The basic skills of the program are: reading, writing, verbal communications, mathematics, decision-making, and values clarification. The program also includes English as a second language students. The purposes of the survey are to ascertain: the educational needs of adult learners; the staff development needs of the teachers' and changes needed to improve the program. Volumes II and III contain appendices presenting the research design, sampling information, correspondence, statistical data, a bibliography, interview reports, and other information.
