The following programs of grant assistance were examined: the Basic Educational Opportunity Grant, the Supplemental Educational Opportunity Grant, and the State Student Incentive Grant. Testimony is presented by Congressmen, representatives of the postsecondary community, representatives of state programs, and individuals particularly concerned with nontraditional education and lifelong learning.
