The Independent Sector and Statewide Planning for Higher Education: Suggestions for Implementing the Data Brokerage Function in the State Association.

Suggestions for developing a data brokerage capability for state associations are offered, based on an investigation by the Council of Independent Kentucky Colleges and Universities of the data system developed by the National Center for Higher Education Management. Since this data system (the State Level Information Base (SLIB)) was externally developed, the Council sought to determine its relevance for independent colleges. The Council also sought to develop procedures for including the independent sector in any planning activities that would take place in the states as they implemented SLIB. Policy recommendations made by the Council are summarized. It was concluded that independent colleges and universities, through their state associations, must develop data analysis and planning capacity that is free-standing from governmental agencies. A description of the research committee established within the Council to direct the data brokerage function for the state association is included. A brief conference paper on the Higher Education General Information Survey (HEGIS), an outline of HEGIS data elements, and a summary of the final SLIB structure for data needs and collection are appended.
