Program Improvement: A Composite of the Nineteen Site Reviews. A Study to Evaluate the Nineteen Career Guidance Centers within Illinois. Evaluation Report.

To improve vocational guidance and counseling programs and services in Illinois, nineteen site review teams analyzed the Career Guidance Center (CGC) programs and services offered to public and private educational and community-based agencies. (This evaluation was conducted as part of a larger study descrbed in CE 023 986.) The two major procedures used by the site review teams were (1) a review of documentation and other data (including the Career Guidance Center Profiles and locally-directed evaluation results) generated by the CGCs and (2) on-site structured interviews. Individuals interviewed voiced similar views in terms of strengths and areas for suggested improvement. Conclusions drawn from this information were consequently based on a substantial agreement among the interviewees. The recommendations for improvement of the centers were based on the conclusions. Conclusions, recommendations, and suggested improvements were categorized according to five program components identified as essential to the sources of success of CGCs: planning and evaluation, program management, vocational guidance and counseling programs and services, personnel, and community resources. In addition, recommendations were rated as being priority, higher priority, or highest priority item. (YLB)
