This paper describes a plan proposed by the Institutional Development Corporation (IDC) for an integrated human service delivery system which would: (1) help disadvantaged youth develop remedial skills, improve their self-image, and prepare for the world of work; (2) become a catalyst for the integration of human services in local communities; and (3) fashion partnerships among all levels of government and the public and private sectors. The basic argument for such a system, according to IDC, is that present fragmented, uncoordinated services fail to meet the needs of the clients. IDC proposes to eliminate this problem by expanding three of its existing programs in Atlanta, Indianapolis, and New York (Cities in Schools). The basic approach in these cities is to break the client population down into small, manageable units (such as part of a school), and to address the problems in these units by intensive application of coordinated and mutually supportive services, provided by a team of specialists with different backgrounds and disciplines. IDC proposes to expand these efforts by including more and different aged students and their families, and to add additional services by incorporating other social service providers. (Author/WP)
