Rural Development in Manitoba: A Case Study Report.

In the 1970's Rural Development Counselors and Community Affairs Specialists of the Manitoba Department of Agriculture were part of an effort to reverse trends of economic depression and rapid outward migration from rural to urban centers by assisting rural Manitobans individually, in groups, and as communities. Low- to moderate-income farmers and communities most needing assistance were the target groups for the diverse programs which concentrated on personal counseling, community improvement, quality of life, job creation, improving program delivery, and intervention in the status quo in the province. Twenty five case studies representing a sample of the work undertaken in each area are described. The activities reported include helping families in financial distress; helping communities develop plans for the future, preschool and vocational training programs, and crafts programs for senior citizens; aiding middle aged citizens with retirement plans; establishing housing; helping to establish cottage industries and tourist attractions; holding workshops on federal programs; and intervention in labor management relationships. Some case study reports include background, objectives, methodology, and results which indicate the importance of human resources counseling. A glossary of terms is included. (SB)
