This master plan for Whatcom Community College (WCC) is intended to communicate the purposes and direction of the College to its clientele and to provide WCC personnel with guidelines for developing activities which will accomplish the purposes and move the College in that direction. The first chapter traces the history of WCC, describes WCC's approach to meeting the educational needs of its service area, and summarizes the mission and long-range goals of the College. The next chapters each discuss one of the College's seven long-range goals: (1) achieve a planned program and steady enrollment growth consistent with and responsive to the emerging needs of the growing population of Whatcom County; (2) provide programs and services to assist individuals in identifying and achieving their career, educational, and personal goals; (3) provide associate degree programs for transfer, job entry, career advancement, and personal fulfillment; (4) offer programs and services at times and locations and in ways to meet a wide range of needs; (5) ensure the highest quality in programs and services; (6) expand educational opportunities through cooperative efforts with public, semi-public, and private organizations; and (7) provide appropriate facilities throughout the county. Three appendices consider internal mandates, provide a descriptive analysis of WCC, and discuss WCC enrollment and program planning. (AYC)
