Intended for self evaluation and improvement of school psychological services, the document lists competencies and standards for psychological assessment, intervention, and followup of children with suspected handicapping conditions. The first section presents a flow chart and a list of standards for seven competencies: referral; definition of concern; assessment selection; data collection, analysis, and interpretation; diagnosis; psychological intervention; and followup, support, and evaluation. The second section presents a monitoring checklist which is explained to allow for self review of professional services, planning, and review of major steps involved in due process. The final section describes a service review system which evaluates the extent to which the competencies and standards were implemented in case by case study. Two methods, a quality rating approach which involves ratings by the service provider and service reviewer, and the compliance review method, which poses specific questions related to the standards, are discussed.
