This guide is designed as an outline of the means to broaden the context of education within a community and to serve its needs through community involvement in educational program planning. Part 1 is a discussion of the need and means for community collaboration, including maximizing use of existing educational facilities and community resources and benefits from community involvement. Presented as the facilitator of this involvement, a community/educational liaison council complementing the school board is described in terms of its activities. A list of possible goals and charts of two program management models are given. Selection of the plan which best suits the community's needs is also discussed. No cost programs and services are briefly mentioned in addition to seeking program funding. Part 2 is a sample illustration of planning and management concerns of developing and maintaining K-12 and adult career education programs. It outlines the program management plan (needs assessment and goal setting for the learner, instructor, administrators, and community), steps in program development, and management strategies (publicity and public relations, inservice/preservice training, program development, resource services, assessment and evaluation, and funding). Appendixes include a list of assessment tools, sample assessment survey forms, publications lists, and funding information. (YLB)
