The Alberta High School Social Studies Achievement Tests are described in terms of the procedures used for test construction and analysis of the norming data. The test construction is explained according to a model for the values clarification process in the social studies, and the evaluation models appropriate for assessing the values clarification process and its component skills. Five analyses of the tests are described: total tests, item levels, content areas, Canadian content, and processing skills. The values clarification process is comprised of two components: knowledge processing--including acquiring, organizing, interpreting, analyzing and evaluating, and synthesizing; and value processing--including identifying, arranging and organizing, analyzing, evaluating, and internalizing. Concept areas which are assessed include: participatory government, national unity, poverty, urbanization, regional disparity, tradition and change, population and production, conflict and cooperation, ideologies, political systems, and economic systems. Conclusions based on test results and recommendations for the testing program are given. (MH)
