The book describes federal training and employment resources for developmentally disabled persons. The first section provides a brief historical background of the federal government's involvement in employment and training beginning with the 1930's up to the passage of Section 504 of the Rehabilitation Act of 1973. Section II examines seven components of CETA, the Comprehensive Employment and Training Act: administrative provisions, comprehensive employment and training services, special federal responsibilities, youth programs, countercyclical public service employment, private sector opportunities, and young adult conservation corps. Considered in separate sections are the following employment and training programs: the apprenticeship training program, federal employment, work incentive programs, Title XX funding programs, Small Business Administration Handicapped Assistance Loans, university affiliated facilities, and miscellaneous programs such as innovation and expansion grants. Among 11 appendixes are a list of CETA state employment and training councils and Title XX state agencies. (CL)
