This booklet is one of eight developed both as resource guides to assist Wisconsin public schools in offering quality reading instruction and as models for improvement where there is a need for change. This second booklet presents the concept of community education and stresses the need for community involvement in education in implementing Right to Read literacy efforts. An outline for writing proposals is offered to help local Right to Read directors, advisory council members, faculty, and administrators. Suggestions are presented on methods to involve the community and parents specifically in community education efforts. A sample parent information survey form is included. (AEA)
