Model BOE Block Program for Rural Schools. Final Report.

A one-year evaluation was conducted of the Exemplary Business and Office Education (BOE) Program as implemented in seven rural Colorado schools. The individualized program featured a two-period block core curriculum with three or more optional areas of study. Evaluation objectives were to describe the exemplary projects in light of the curriculum/instruction model, describe positive and negative aspects from student, teacher, and administrator viewpoints, assess student performance, and develop a student and employer follow-up survey. The evaluation team identified a control group of students; developed testing and evaluation instruments and a finalized plan (which could be used the following year for summative evaluation of the BOE program); scheduled and carried out site visits to administer tests, interview participants and staff, and collect data; summarized the findings, including the results of the civil-service-like performance tests, performed t-tests, regression, and variance analysis on the data, compared these with control group scores, and wrote a final report. The team found that students and teachers liked the Block Format (two or more scheduled periods of instruction) for the flexibility it gave in combination with model office procedures, individaul Learning Activity Packets, and individualized plan of study, showing that such a program can be run successfully in small rural schools. However, the program did not affect students' performance significantly; only the seniors in key schools outperformed seniors in the control group.
