Included in this report are the questions that were asked of math and reading teachers, generalists, aides, and principals during the course of the evaluation, general observations made by the evaluator, and a discussion of observations and recommendations made by both the Title I staff and the evaluator. Each discussion focuses on the respective responsibilities of the Title I staff members, their effectiveness in implementing program guidelines, and the impact of the program on student achievement. General conclusions drawn indicate that the program guidelines were generally implemented, that the best programs had strong cluster teachers working in close coordination with the building principals, and that the program is functioning more smoothly and effectively than in the past.
