The Behavior Rating Checklist (BRC) was developed in the Austin Independent School District to evaluate the counseling component in the Elementary Secondary Education Act Title I compensatory education programs for students in kindergarten through grade 5. The BRC was developed by: defining the behavior on which the counseling activities focused; studying other behavior rating scales; drafting items for pilot testing; pilot testing; analyzing the pilot tests; conferring with program staff and parent advisory committees; and finalizing the instrument. The final instrument was comprised of ten items to be rated on a nine-point scale. Five items measured students' on-task readiness, willingness, and ability to participate; and five items measured students' in-class discipline or disruptive behavior. Two evaluations of the BRC were conducted: (1) an item-by-item analysis to check factor structure and reliability and (2) a check of the validity of BRC. Conclusions were reached indicating that BRC is practical, economical, reliable, and valid. (MH)
