Based on the premise that the major emphasis in population education should be on the development of problem analysis and values clarification, the manual offers guidelines for program evaluation. It consists of eight chapters. Chapter I discusses the nature of educational research and in-school and out-of-school population programs. Chapter II provides a theoretical framework for the evaluation of population education programs. Chapter III discusses the evaluation of curriculum materials and the teaching-learning process and suggests measurement instruments. Chapter IV describes the evaluation of learning outcomes and also suggests sample test instruments. Chapter V presents techniques for evaluating training programs and gives examples of instruments that have been used. Chapter VI discusses issues relevant to evaluation of out-of-school programs in population education and Chapter VII is devoted to evaluative research. The final chapter considers the management of evaluation and includes a checklist for program directors in overall evaluation of their programs. A selected reading list is included. (KC)
