This manual, part of a Hecht Institute four-manual series entitled Financing Children's Services Through Title XX and Related Programs, teaches what Title XX regulations are, what they mean, and what actions and procedures are commanded by them. The first section covers the necessity of rule systems, the characteristics of a good rule system and the ways which this manual can and cannot be used to improve the Title XX rule system. The second section contains an analysis of some of the more critical issues in the regulations and an explanation of several analytical methods, such as grammatical analysis, decision tables, and semantic analysis. The third section employs flowcharts to represent, in systematic fashion, the decisions and consequences involved in Title XX regulations and to illustrate the linkages among parts of the regulations. Included is a short introduction to the very simple flowchart language used in this manual for the reader's use as a self-teaching device. Together with an appendix containing the Title XX regulations, this section is intended as an ongoing reference work for the teacher, the student, the planner, the administrator, and the evaluator or auditor of Title XX programs.
