Recognizing the recent decrease in full-time enrollment in Canadian universities, this report focuses on aspects of the decline. It is noted that the decline has been almost exclusively in the fields of arts and sciences, with enrollment in professional programs (except education) growing. After a brief review of enrollment trends in the past two decades, it is noted that enrollment fell an estimated 3.5 percent over the previous year. Enrollment trends vary by province, but only in Quebec did enrollment rise in 1977-78; trends also vary by university with increases of 3.2 percent at one Ontario college and decreases of up to 7 percent elsewhere in the province. Graduate student enrollment was also down from previous years. Among reasons suggested for the downward trend are uncertain employment opportunities, with many graduates finding themselves having to take semi-skilled jobs. Also cited is a shift from university training to career oriented non-university programs; some students who obtain adequate summer employment choose to remain in their jobs rather than return to school. Education trends in the U.S. have paralleled the Canadian enrollment decline (with only women's enrollment increasing). Extensive tables detailing the trends are included. (PHR)
