Strength Through Wisdom: A Critique of U.S. Capability. A Report to the President from the President's Commission on Foreign Language and International Studies.

An evaluation of the current status of foreign language and international studies in the United States was undertaken by a President's Commission appointed for the task. The Commission concluded that such studies are being more and more neglected, to the detriment of the economic and security interests of the United States. The bulk of this report offers recommendations for funding, policy, and program planning which focus on the following areas of concern: (1) initiatives for establishing a high nationwide priority for foreign language and international education, (2) foreign language instruction in the primary and secondary grades (including teacher training needs), (3) university programs in both teaching and research, (4) international educational exchange, (5) citizen education in international affairs, (6) business and labor needs abroad, and (7) improvements in organization within and outside government. A prospectus is presented for a National Commission on Foreign Language and International Studies. Appendices provide details about the organization of the President's Commission, as well as a tabulation of budget implications of Commission recommendations. (JB)
