Clearly defined goals are described as the first component of a program evaluation. The goals of this booklet are: to demonstrate the need for clearly written statements of goals, outcomes, and objectives; to provide examples; to provide a method of deriving goals from already published materials; to demonstrate the relationship between writing objectives and constructing test items; and to outline methods for measuring the attainment of a large number of objectives when testing time is limited. The information is applicable to both formative and summative evaluation. Chapter titles are: (1) Goals and Objectives in Evaluation; (2) Where to Find Goals and Objectives; (3) Writing Your Own Objectives; and (4) Assigning Priorities to Objectives. Most chapters contain brief bibliographies. (MH)
