Memorandum to Chief Executive Officers of Postsecondary Education Institutions in New York State, No. 3.
Various activities related to program registration, master plan amendment, and charter amendment requirements of the Regents of the University of the State of New York are described. The conditions that warrant each kind of activity and the necessary processes and steps are examined. Program registration (approval of a course of study) is explained and references to the Commissioner's Regulations are provided. Changes in the direction of the institution, the academic programs it offers, and the clientele it serves, require amendments to an institution's master plan. These changes include alterations in curriculum, courses of study, and degree requirements. Exceptions to these requirements are also detailed. Situations that require charter amendments are also discussed. Appended are: information to be submitted for registration of new general academic course programs; supporting information to be submitted for programs requiring master plan amendment; HEGIS classifications of academic subdivisions; and examples of situations requiring master plan amendment, charter amendment, and/or registration.
