This manual is intended to help citizen groups set up their own on-the-job training activities, tailored to their own individual needs, issues, learning styles, and experiences. Specifically, it discusses building the effectiveness of citizen groups through training for citizen involvement. Chapters are written chronologically, from the first step in the training process through the last. Each chapter is then divided into a series of substeps that usually are required to accomplish a step. Topics discussed include outcomes of citizen group training, the adult education theory, guidelines for determining the goals and objectives of a training program, and suggestions for planning a self-development program. All exercises in the manual appear on single pages so they can be duplicated easily. (Author/LD)
