The third part of a three-part assessment of community education research needs, this report attempted to formulate research questions and identify research needs related to community involvement in community education. It begins with a rationale for citizen participation and the function of citizen participation in community education. It presents a historical perspective and lists several forms of citizen participation. The barriers to and benefits of citizen participation are highlighted. A review of research describes research studies on citizen participation issues that relate to community education. The report concludes with a list of critical questions and research needs for researchers in community education to examine. A twenty-one page list of sources consulted by the authors is included.
