A comprehensive plan for the development of equitable library service on a cooperative and cost effective basis in Coos County is presented in this report. Topics covered are library resources and services in the county, cooperative library service organization, utilization of total resources and services, special needs and special services, staffing, planning and implementation, funding, governmental relationships, and an alternate plan. Other sections of the report provide such characteristics of Coos County as geography and climate, characteristics of library service in the county, and recommmended pilot projects. Appendices include the basic assumptions of the report, library statistics, maps, and selected references. (JD)
