A State Plan for Increasing the Representation of Students with Disabilities in Public Higher Education. A Response to Assembly Concurrent Resolution 201.

In 1976 the California state legislature adopted Assembly Concurrent Resolution 201, which called for the preparation of a plan to address and overcome, by 1980, the underrepresentation of handicapped students in public higher education institutions in the state. The plan presented here is the result of consultation between the state postsecondary education commission, the three public higher education segments in the state (the University of California, the California State University and Colleges, and the California Community Colleges), and the consumer group of students with disabilities. The plan consists of these elements: statewide objective; integration; definitions; segmental/campus plans; budgets; enrollment data/comparison base; accountability/administration; evaluation; and action summary. The appendixes, which comprise the bulk of the document, consist of the text of the legislation, responses to the resolution by the three segments, section 504 of the federal Rehabilitation Act of 1973, and California Assembly Bill No. 77, a related bill.
