The document presents six Strategy for Peace Conference reports prepared by 94 participants who are leaders in government and the professions throughout the United States. Opening remarks by C. Maxwell Stanley, conference chairman, evaluate accomplishments of the United States in 1977 with regard to foreign policy and provide a context for the reports which follow. The first report considers the U.S. and U.S.S.R. cooperation in space. The militarization of outer space, United States and Soviet interests, and the problem of the introduction of weapons into outer space are examined. The second report presents an evaluation of the U.S. Non Proliferation Policy, the Act of 1978, the U.S. Nuclear Fuel Cycle Policy, the International Fuel Cycle Evaluation (INFCE), institutional issues, and the prospects for international consensus. The third report considers the United States disarmament policy, specifically the SALT agreements and non-nuclear arms reduction. The topic of the fourth report is conversion of defense industries. Legislative approaches, the role of industry, and the future of conversion are discussed. The fifth topic, the reorganization of U.S. foreign aid, examines six options for reorganization. The final topic, energy and developing nations, considers the energy supply and demand, energy program objectives, and five approaches to deal with the energy dilemma.
