The document presents the proceedings of an international symposium analyzing the relationship among youth, education, and employment, with emphasis on youth employment trends and the need to find solutions for unemployment problems. The objectives are to evaluate the existing relationship in the light of changing values and expectations of young people, and the widening gap between educational parameters of the relationship; and to exchange information on innovative experiences. The document is presented in six chapters. Chapter I summarizes a similar symposium held in England. Chapter II discusses the increase of youth unemployment and the potential and limitations of the educational system. Chapter III cites variables governing the labor market and suggests approaches which might find solutions. Chapter IV details employment problems of 16 to 19-year-olds having only compulsory education and offers some policy measures. Chapter V suggests separate schools for post-16 education and training, listing advantages to be derived. The final chapter reports on the symposium discussions and summarizes. Major conclusions are that the rising trend of youth unemployment is not just a temporary aberration and that the age of admission to the primary labor market is rising due to demographic, economic, organizational, and sociological reasons. New policies are needed in both employment and education to meet this situation. Statistical data on youth unemployment in Europe is appended. (CK)
