The Minnesota Indian Scholarship Program (MISP), 1955-1979.
The Minnesota Indian Scholarship Program has grown tremendously since 1955 when three Indian students were given financial aid to attend college. This report provides a narrative and statistical history of the program and its activities with the state legislature, high school counselors, post secondary financial aids officers, tribal and reservation scholarship personnel, Bureau of Indian Affairs, and other funding sources to facilitate the educational goals of Indian students who need assistance. It describes responsibilities of the scholarship officer, the 1977 reorganization of the Scholarship Committee, the revision of forms, plans to create a definitive set of Scholarship Committee by-laws and grant guidelines, development of a data collection system, possible extension of funds to post baccalaureate students, future expansion of office staff, and intensified efforts to promote program awareness and participation. Tables show fund sources, amounts appropriated, numbers of students funded, average grants, graduates or program completions, and colleges attended by tribal backgrounds. Appendices provide a text of the Indian Scholarship Law and information for counselors and potential scholarship recipients describing application procedures. Included is a summary of the Scholarship Research effort which surveys post scholarship recipients to assess educational attainments, college majors, schools attended, employment history, and personal comments.
