Staff Development: An Organizational Skill for Survival.

Claiming that staff development is a new concept that is not well-defined or understood by college administrators, this paper proceeds to define the concept in terms of organizational renewal theory, and present a model useful in planning, organizing, and analyzing staff development activities, programs, and processes in community colleges. A review of background literature stresses the concept of staff and organizational development as a planned, system-wide, educational activity designed to provide the organization with an on-going capacity to renew itself. The model follows in both tabular and descriptive forms and consists of four dimensions that should be outlined for any development program: (1) the purpose or need for the program, (2) the focus or goals of the program, (3) the mode of operation, that is, at what level the program is directed, and (4) strategies or methods which will be used to accomplish the renewal program. Each of these general dimensions is elaborated by specific variables that further explain each dimension. A detailed illustration of the use of the model for planning staff development is included and specific activities are listed that may be undertaken by a practitioner who desires to implement a similar program.
