The North Carolina community college system, which includes 37 technical institutes and 20 community colleges, is the subject of this descriptive report. Chapter I reviews the history of the system and its role, purpose, and educational goals. Chapter II describes the administrative network and reporting relationships of the State Board of Education, Community College Advisory Council, Controller, and Department of Community Colleges. Chapter III examines degree programs (Occupational, Transfer, General Education, and Developmental), continuing education programs (Industrial and Adult Education), special projects, and student services. Financial, enrollment, and space utilization data are presented in Chapter IV including institutional expenses and receipts, state expenditures for 1978-79, and proposed budget for 1979-1981. Student statistics include average enrollment by program and institution, and description of students by race, sex, and geographic origin. Space utilization is described in terms of capacity-enrollment ratios and assignable square footage per student. Chapter V of the report discusses planning--the biennial program plan, long-range planning, and the civil rights plan--and describes the Commission on Goals and the Liaison Committee between the community college system and the University of North Carolina. Chapter VI provides status reports from each campus listing activities and accomplishments for the reporting period. (DR)
