Eight feasibility studies, conducted since 1973, investigated the need for non-traditional approaches to two-year postsecondary education programs in areas of Pennsylvania not served by locally sponsored community colleges. The proposed institutions were modeled on a concept of "colleges without walls." This concept involves (1) using existing physical facilities on contract or lease without proposing new buildings; (2) providing instruction at various geographic locations; (3) offering courses and programs that meet regional needs and conducting them near students' homes; (4) employing regionally available instructors primarily on a part-time basis; (5) providing decentralized counseling, registration, and similar administrative services; (6) implementing an "open admission" policy; and (7) cooperating with existing institutions. In this collection, each feasibility study is briefly summarized, listing report title, date, local sponsors, and the director of research. Most study reports incorporate needs assessment data from surveys of high school students, adults, and business and professional representatives, and most conclude favorably on the feasibility of such non-traditional educational offerings. Projected enrollments, estimated budgets, and availability of local resources are included in some reports. (DR)
