School boards in 1977 produced a significant amount of litigation while at the same time a significant amount of litigation was produced against individual board members themselves. This chapter discusses those court cases related to governance of public education by school boards. Topics discussed include board bias in the wake of Wood v. Strickland; state boards of education and other governmental agencies; the powers and duties of school boards; policy questions related to school board actions; the public's right to know; conflicts of interest; bids and contracts; district election; district reorganization; and transportation of students.
