The purposes of this study were to provide an appraisal of preservice teacher education programs by Utah teachers and administrators, and to determine the extent to which public school teachers had been educated in six areas considered for possible certification by the Utah State Board of Education: (1) handling classroom discipline; (2) working with parents; (3) relating to students; (4) evaluating students' work and achievement; (5) developing students' talents; and (6) developing students' self confidence. A sample of 3,114--including 2,500 teachers and all 574 principals and 40 superintendents in the state--was surveyed. Stratification of random sampling was based on level taught, locale, and educator position. Subgroup categories analyzed were educational level, locale, educator position, sex, post secondary institution attended, and years of service. Results showed that those surveyed believed that teachers have not been adequately prepared, especially in the following areas: ability to handle classroom discipline; preservice classroom experience; classroom emphasis on practical problems rather than on educational theory and philosophy; development of positive human relations skills; skills in helping students develop their talents and self confidence; training in evaluating and grading student achievement; and emphasis on teaching basic academic subjects.
