A number of issues regarding educational evaluation and the problems associated with the practice of evaluation were discussed at a conference held in San Francisco, California, in 1976. Participants and persons submitting position papers included evaluators, administrators, teachers, educational researchers, parents, and students. Statements of participants and excerpts from position papers were presented on the following topics: the effect of evaluation on organizations; values of humanistic evaluators; student attitudes that standardized tests are unfair; student responses to testing; student evaluation needs; political influences on a school system's decision making; parents' confusion; alternatives to standardized testing; and teachers' perceptions of evaluator bias. A variety of problems associated with current program evaluations were discussed, and alternative methods were also proposed. A panel discussion was also held on cultural differences, white middle class values, the values of decision makers, social science research, tracking of students, and the concept of failure--as these topics relate to educational evaluation.
