Summary budget data are presented for Colorado's Community College Division and the state's two-year colleges. After an introductory section, the goals and objectives of the community college section are outlined in terms of student access, quality of instruction, response to community needs, and accountability; and emerging issues, such as inflationary increases, a functional illiteracy problem, and the women's movement, are discussed. The third section presents current and requested operating levels and describes the results of a reassessment of the Division's operations, goals, and objectives necessitated by budget curtailments in 1976-77. The fourth section describes increases in grants to local district colleges based on enrollment increases and auditing. Next, systemwide priorities and procedures for institutional funding requests are considered with regard to tuition, indirect cost recoveries, and special purpose programs; and expenditures are reported for formula budgeting/resident instruction professional staff, exempt staff compensation, hourly staff compensation, other staff requirements, travel, learning materials, utilities, capital outlay, and small college formula budgeting. Following a composite picture of the 1979-80 operating budget request documents, synopses of the requests, priorities, and policy issues of each of the state's seven two-year colleges are presented.
