This is a revised and updated version of an earlier published set of guidelines. As in the instance of the first edition, this volume contains contributions by some of the most capable consultants in the information processing field. Their comments are based on sound, proved judgment tested in day-to-day operations at installations throughout the country. This material should not be taken as a set of rules but as guidelines that can be modified, molded, and adapted to each situation in the most helpful, practical manner.
