Performance Indicators for Competency Assessment. Competencies Catalogue and User's Guide. A Resource for School Districts Interested in Defining and Testing for Minimal Competencies.

This catalogue of student competencies, gleaned from 10,000 competency statements developed by secondary school districts, is designed to allow flexibility at the local level. Districts are free to adopt or modify this set of graduation competencies by following a six-step process: organize, orient a task force, identify priority competency categories, determine needed competencies, prepare a priority list, and secure school district board approval. To facilitate community involvement, an essential feature of the process, three survey instruments are included. Section one of the catalogue is an array of 178 competencies, coded beneath appropriate categories and subcategories. There are ten major categories: reading; writing; listening; speaking; media and communications; computing; family living/health and safety; citizenship; consumerism; and work/career. In section two, 750 performance indicators are arrayed and coded to their corresponding competency. Performance indicators are specific descriptions of the behaviors which prove that a competency has or has not been acquired. The final section of the catalogue presents 192 pages of objective sample test items--at least one for each competency. (CP)
