The student's kit and teacher's manual provide a framework for secondary students to simulate the functionings of Georgia's General Assembly. Objectives of the simulation are to help students: (1) experience the forces and conflicts involved in lawmaking, (2) learn about the role of legislators, (3) understand and discuss issues facing citizens, (4) develop a respect for different views, (5) understand parliamentary procedure, (6) become better informed on public issues, and (7) to develop debate and public speaking skills. The 14-day session calls for orientation, bill research and drafting, organizing the assembly, committee meetings, floor action, debriefing sessions, and optional follow-up sessions. The teacher's guide presents procedures for introducing each phase of the process. The student's kit contains a bill drafting guide, a guide to committee action, and rules of the model legislature including duties of officers, time limits on debates, motions, amendments, and additional rules. Although the model legislature functions best by combining several classes which last longer than a class period, it can be adapted for use in a regular classroom. (KC)
