Described are the efforts of generating and implementing a generic model for program development at a kindergarten through sixth-grade elementary school in order to satisfy identified needs for program improvements in science. The implementation of the program involved a steering committee, the teaching staff, community members and external specialists. This publication consists of two major sections. The first section, which presents the practicum report, contains four chapters and a bibliography. The second section, which presents the appendices, includes: (1) Procedures for implementing school based management of program development; (2) Component design for staff development; and (3) Selected activities and assessment items.
