This project was concerned with the utilization of communications satellites to assist in the implementation of P.L. 94-142, which deals with discrimination against the handicapped and provision of public education for handicapped children. The results of a national survey on personnel development needs of state education agencies are reported; responses to a questionnaire assessing the need for satellite-delivered programming in special education are considered; and the rationale, objectives, target states, and target populations for initial delivery efforts in three program areas--technical assistance, direct service to gifted and talented students, and community awareness/parent education--are outlined. A work breakdown structure, a narrative of work, a PERT diagram, a project framework, and position descriptions for all program, technical, and management areas are provided. Appendices include letters of support, a bibliography, and a glossary. (Author/CMV)
