Mainstreaming: The Educational Resource Centers Model.

The looseleaf binder reports on the Educational Resource Centers (ERC) model program in Jackson County, Oregon, which fosters the mainstreaming of mildly handicapped elementary and secondary students (including learning disabled, educable mentally handicapped, emotionally disturbed, and physically handicapped). The ERC provides academic and social skills instruction in order to continue and increase a student's enrollment in regular classes. Instruction may be provided directly to the child or indirectly through consultation with the child's regular teacher. The report is divided into seven sections. A perspecitive on mainstreaming is provided, including philosophical considerations, a brief review of related research, and an examination of legislation and court decisions. The background and history of the project is reviewed, along with project planning and implementation. Program evaluation is also briefly discussed. The bulk of the report is concerned with program operation, including start-up procedures for ERC teachers, guidelines for processing referrals, individualized instruction, prescriptive programing, behavior management programs, daily monitoring, quarterly reports to parents and teachers, guidelines for termination of educational services, and volunteers. Among the four appendixes are the ERC Reading Skills Inventory and sample prescriptive programs. (DLS)
