This paper describes work in progress on a project designed to provide the framework of an evaluation system which states may use to comply with evaluation requirements in the Education Amendments of 1976 (Public Law 94-482). The specific objectives are to: (1) develop and field test a process model to evaluate planning and operational processes of formally organized vocational education programs and assess the provision of services to special populations; (2) develop a product-impact model to evaluate student achievement resulting from participation in selected occupational programs; (3) develop and field test a product-outcome model to evaluate the career development of vocational students, both those completing and those leaving programs; and (4) prepare a guide describing the models, implementation procedures, and their usefulness on state and local levels. The evaluation system in development draws upon existing theoretical constructs and builds on the state-of-the-art in vocational education evaluation. (Author/GDC)
