Statewide Master Plan for the Public Community Colleges of Illinois: RAMP/CC 1979.

The first sections of this Master Plan outline the history of the Illinois Public Community College System and its mission and scope. The next section deals with enrollment projections in terms of the changes in the state's population, and implications for enrollments; the decreasing college-going rate of high school graduates; increased competition for students; economic conditions; recent enrollment trends; and the enrollment projections of the Community College Board and the colleges. The Plan provides for increases in the following areas: cooperative educational arrangements, training programs in new and existing industries, educational services to academically disadvantaged students, and continuing education programs for adults and senior citizens. Community college educational outcomes are considered in terms of instructional areas, community education/non-credit courses and their outcomes, community services, outcomes in instructional areas, comparison of credit hours generated by the colleges, and educational outcomes from follow-up studies and the statewide transfer study. Personnel requirements and salary costs, both current and projected, are examined, and operating finance requirements and funding plans are presented. In addition, capital finance and facilities are discussed, and alternatives to the present criteria for capital construction are offered. Data tables are included. (MB)
