This edition of "Planning for Better Education in Wisconsin" gives special attention to the number one problem facing both public and private schools in the state--declining enrollments. Although some of the data included looks at enrollment trends in both public and private enrollments, the handbook is primarily concerned with the nature and extent of the problem in the public schools, what can be expected in the future, and how school districts can cope with the problem. Also included in Part 1, along with the general discussion of declining enrollments, is a short article providing guidelines for projecting enrollments. Part 2 provides general information about Wisconsin school districts and includes a good deal of information on enrollment and population trends. It has been compiled not only to provide general statistical data on state and regional trends, but also to suggest how such information can be compiled and presented by planners developing materials relating to specific school districts. Part 3 includes current enrollments data and shows how enrollments have changed from 1970-71 to 1977-78 in each district in the state. (Author/IRT)
