An Assessment of a Structural Task Approach to Organizational Development in a School System. Final Report.

This report presents an account and evaluation of a two-year survey-feedback problem-solving organization development (OD) project in a small city's school district. The project combined the survey-feedback technology with structural alterations in the school district and the training of internal change agents. Both planned and unplanned events have been reported. Chapter 1 presents the theoretical justification for the particular intervention. The field settings and the entry processes are described in chapter 2. Chapter 3 presents the model and design for both the summative and formative evaluations and describes all forms of data collection and the specific instruments that were used. Chapter 4 compares the groups of participating elementary schools with the nonparticipating. Chapter 5 describes the program implementation during the first year. Chapter 6 provides three kinds of summative evaluation. Chapters 7 and 8 provide a formative evaluation consisting of systematic case studies and evaluation of process data. Chapter 9 provides a summary assessment of the project viewed in terms of a framework for decision-making and evaluation. The final chapter discusses this approach to OD and to school improvement in the context of other possible strategies and programs for change. (Author/IRT)
