The School Planning, Evaluation, and Communication System (SPECS) is an overall design for districtwide program assessment and development. It is both a way of interrelating planning and evaluation of individual programs and a way of comparing the outcomes of all district programs with the district's community-defined educational goals. Component One of the five SPECS components calls for a descriptive systems analysis of the school district and has two major objectives. The first is to collect and display information about a district's current functions, activities, and programs. The second is to specify the levels of programs for which cost data and program outcome and process data will be documented. The three ways to implement Component One are through a full systems analysis of all programs, functions, and activities; a limited function analysis of the program structure; and a function analysis based on a fiscal chart of accounts. This implementation booklet on Component One is designed to be used in conjunction with the other four components of SPECS or alone as a discrete set of activities to be undertaken by a school district.
